Definition

1. The eligibility of the retired Defence personnel to the status of ESM is governed by the definition as laid down by Department of Personnel and Training. The definition has been undergoing changes from time to time. The following is the broad categorisation:-

( i ) Those released before 01 July 68. Any person who had served any rank (whether as a Combatant or not) in the Armed Forces of the Union and has been released therefrom otherwise than by way of dismissal or discharge on account of misconduct or inefficiency.

( ii ) Those released on or after 01 July 68 but before 01 July 79. Any person who had served any rank (whether as a Combatant or not) in the Armed Forces of the Union for a period of not less than six months after attestation and released therefrom otherwise than by way of dismissal or discharge on account of misconduct or inefficiency.

( iii ) Those released on or after 01 July 79 but before 01 July 87. Any person who had served any rank (whether as a Combatant or not) in the Armed Forces of the Union for a continuous period of not less than six months after attestation if discharged for reasons other than at their own request or by way of dismissal or discharge on account of misconduct or inefficiency and not less than 5 years of service if discharged at own request.

( iv ) Those released on or after 01 July 87. Any person who had served in any rank (whether as a Combatant or not) in the Armed Forces of the Indian Union and was released/retired with any kind of pension from Defence Budget or released on completion of specific terms of engagement with gratuity otherwise than at his own request or by way of dismissal or discharge on account of misconduct or inefficiency.

2. In addition the personnel of Territorial Army(TA) of the following category viz. pension holders for continuous embodied service; persons with disability attributable to military service; and gallantary award winners retired on or after 15.11.86 and the personnel of the Army Postal Service (APS) who area part of the regular Army and retired from such service, i.e. directly from the APS itself without reversion to P&T Department with a pension or who have been released from such service on medical grounds, attributable to military service or circumstances beyond their control and awarded medical or other disability pension are also covered within this definition of ESM w.e.f. 19 July 89.

3. In all cases Recruits are not ESM. Armed Forces of the Union means the Army, Navy, and  Air Force of the Indian Union including  Armed Forces of  the former Indian States but excludes the persons who have served in Defence Security Corps, General Reserve Engineering Force, Lok Sahayak Sena and Para Military Forces (PMF).

4. The eligibility of the person to the status of  ESM will be governed by the definition in vogue at the time of his discharge and will not be affected by the changes in the definition subsequent to his discharge.

Procedure for issue of Identity Card

The Identity Card to the retiring Defence Services personnel is issued by concerned ZSB where the retiring Defence personnel purposes to settle down after retirement as recorded in his discharge documents. For this purpose, all retiring Defence personnel are required to get their particulars filled in the registration form in duplicate at the Record Office at the time of their discharge. One copy of the registration form is forwarded by the Record Office to the concerned ZSB by post and the second copy by hand through the retiree himself. Thereafter, the individual is required to call on the concerned ZSB along with three copies of the stamp size photographs, discharge certificate/ PPO and other relevant service documents for issue of I-Card. At the ZSB, the particulars are scrutinized and in case the individual qualifies to the status of ESM, he will be asked to fill in an application form and I-Card will be issued to him.

Please remember, I-Card is a pre-requisite for availing the benefits of the welfare schemes instituted under the "Armed Forces Flag Day Fund" vide Government of India SRO 7E dated 13 Apr 1993.

Identity Cards to Widows

Identity Card is issued to widow pensioners on request by the Zila Sainik Board / Rajya Sainik Board. The widow is required to approach Zila Sainik Board in whose jurisdiction she is residing along with three photographs and a certificate of service particulars which is required to be obtained from Record Office.

Arms Licenses

(a)New License:

  1. The latest orders on the subject are that licenses will be made only at permanent place of residence.
  2. For licenses one has to deposit fee in State Bank of Patiala Sector 5. Fee is Rs 150, Rs 90 and Rs 60 for Pistol, Revolver, Semi Automatic and for DBBL or GBBL.
  3. One has to submit residence proof.
  4. Application forms are available at vendors in mini Sectt Area.

(b) Renewal of Arms Licenses. Renewal is done by Distt. Magistrate at all District HQs. One has to

  1. Submit NOC from previous station or one Registered envelop for confirmation of genuineness of License.
  2. Residence prrof i.e. Ration Card or Certificate from unit.
  3. Fee is Rs 150, Rs 90, Rs 60 is to be deposited in State Bank of patiala Sector 5 Panchkula.
  4. Application alongwith affidavit to be submitted to Licensing Office.

Registration of New Vehicles.

Documents to be submitted are: -

  1. Photograph
  2. Form No 4
  3. Form No 22
  4. Invoice
  5. Residence proof.
  6. Insurance copy
  7. Affidavit of genuineness of documents to be submitted to Registration Authority.
  8. Electricity Bill for locally settled persons.

Transfer of ownership of vehicles.

  1. Out Station Vehicles.
  2. NOC from previous Registration Authority.
  3. Affidavits of both seller and purchaser alongwith photographs.
  4. Form No 29 & 30 in duplicate
  5. Residence proof alongwith electricity bill copy or certificate from unit.

Local transfer of vehicles.

  1. Affidavits of both seller and purchaser alongwith photographs.
  2. Residence proof i.e. Ration card, Telephone Bill alongwith Electricity Bill last paid or service certificate from unit where individual is posted.
  3. FOR OBTAINING NOC FROM OTHER STATIONS
  4. Individual / Owner to give Affidavit for NOC.
  5. Affidavit for sale with Photo.
  6. Form No 28 in Triplicate alongwith Pencil print of Chassis No. and Engine No.
  7. Copy of Insurance Certificate.
  8. Polica report on Form No. 28.
  9. One Registered envelop cover for obtaining NOC by Registration authority Panchkula from National Crime Branch Under Ministry of Home Affairs New Delhi.

DRIVING LICENSES.

Under 18 parents have to give undertaking in addition to

  1. Age Proof (Copy of Date of Birth Matriculation Certificate)
  2. Medical from Army Hospital or Government Hospital/Dispensary.
  3. Residence Proof. ration Card or Electricity Bill last paid or certificate from unit where individual is serving.
  4. In the beginning Learner License is issued for 6 months. Regular License is issued after going through Driving Test conducted by District Inspector of Police.

RESIDENT CERTIFICATE

  1. Rssident certificate which is generally known as Domicile certificate is not being issued.
  2. For obtaining benefits of Haryana Certificate one has to get Residence Certificate which is issued by Sub-Divisional Civik\l Officer. (SDO Civil).
  3. One should have, either Immovable property (House) etc or must have been Residing in Panchkula for the last 10 years or so.

ACTIONS

  1. Affidavit from Father/Mother of child below 18 years.
  2. Application for obtaining Residence certificate.
  3. Application to be tested by Village Sarpanch or President Welfare Association.
  4. Rssidence of proof : Copy of Ration Card or Voter Card.
  5. Certificate to be issued by SDO (Civil).
